Specialization in ICT Solutions for Government of NAMIBIA and Government Owned Enterprises

SILNAM specializes in ICT Solution implementation for the Government and State Owned Enterprises of Namibia. The areas of coverage in terms of systems and solutions comprise Public Expenditure Management, Human Capital Management, Government Asset Management, Revenue Collection, Social Security Systems, Case and Claims Management, Contribution Management, Customer Relationship, Crime Occurrence and Tracking Systems and Tax Management Systems. SILNAM has implemented the Integrated Financial Management System (IFMS) project for Government of Namibia for Public Expenditure Management based on a Medium Term Expenditure Framework (MTEF). A system which has been running live since 2006 and is accessed by more than 1200+ users connected to the system. The System runs on Oracle Technologies. SILNAM is at the forefront of technological innovation and has implemented Enterprise Resource Planning Systems for the Government Institution Pension Fund, the Motor Vehicle Accident Fund and the Namibia Airports Company.

Investing and Building Local Capacity

Since its start, SILNAM has been closely linked with the Tertiary Educational Institutions of Namibia like the University of Namibia (UNAM), the Namibia University of Science and Technology (NUST) and the Namibia International University of Management (IUM) to offer traineeship and employment opportunities to graduates from these institutions. This collaboration is there due to SILNAM’s commitments for capacity building of local resources and its dedication to improve the quality of life of the people of Namibia. SILNAM believes in developing local and regional capacity to provide resources and ensure sustainability of ICT and business operations within Namibia. SILNAM has contributed in the Capacity building process of 1200+ Government Officials in the field of ICT associated with Public Expenditure Management System of Government of Namibia.

Currently SILNAM employs some 40 Namibian resources at the levels of Managers, Consultants, Software and Systems Engineers.  All SILNAM resources follow specialized training on ICT Technologies and are exposed to Enterprise Wide ICT Solutions and Systems implementations for various institutions of Namibia, covering Financial Management, Human Resource Management, Business Intelligence, Performance Management Systems., Payroll, System Integration and Data Migration services. SILNAM also leverages on Global Partner competencies for value addition in project implementation in Namibia.

Numerous ex- SILNAM resources now successfully run their own ICT companies in Namibia to offer various ICT Solutions and Services, thus creating a multiplying effect for solutions and services offering in the field of ICT for Namibia. On a yearly basis SILNAM also offers placements to Students from the Tertiary Academic Institutions of Namibia to complete their internship programs as part of their course requirements.

SILNAM invest in Research and development. Our solutions are web-based with a mix of Oracle Forms, Java Applets, Oracle APEX, JavaScript, PHP and pure HTML development and we keep up-to-date with progress in these technology areas.

Development Facilities in Namibia

SILNAM has development facilities at its office in Windhoek, where all Software Development, Testing and Training activities are carried out. SILNAM also carries out Project Management and Software Development, Configuration, setup and testing activities at Customer sites to allow for Training of Customer Resources and facilitate Knowledge Transfer to Customer Teams.
