Integrated Financial Management System (IFMS)

SILNAM has successfully implemented an Integrated Financial Management System (IFMS) for all the Ministries of the Government of the Republic of Namibia. The project was initiated by the Ministry of Finance together with the Department of Public Service In-formation Technology Management in the Office of the Prime Minister.
The IFMS System runs on SUN, Solaris, Oracle and Veritas technologies and has been implemented using best practices as recom-mended by World Bank and the International Monetary Fund.
The following modules have been implemented:
General Ledger, Accounts Payable, Accounts Receivable, Cash Management, Pur-chase Orders, Payroll, Subsistence & Travel, Medical Aid, Housing Collateral and Fixed Assets.
More than 1,200 Government officials have been trained on the IFMS through the “Train the Trainer” approach, whereby Govern-ment Officers (as Team Leaders) were trained to deliver internal training to end users.
Data for all suppliers of Government and for more than 80,000 Government employees were migrated from previous legacy Sys-tems to the IFMS. The IFMS integrated with 8 external systems, namely:
- Bank of Namibia (Bank Reconciliation)
- First National Bank (Salary Payments)
- Payroll Deductions Management System
- Government Pension Fund
- Social Security
- Government Garage
- Inland Revenue Department (Tax Collection System)
- Custom and Excise Department (ASYCUDA System)
The IFMS-HRMS Project for GIPF

SILNAM has also successfully set up a Disaster Recovery Infrastructure for the IFMS project of the Government of Namibia, using Oracle Data Guard for Data Replication over Wireless Network to the Office of the Prime Minister.
SILNAM has successfully implemented an Integrated Financial-Human Resource Management System using ORACLE E-Business Suite Release 12 and Oracle Database 10g for the Government Institutions Pension Fund of Namibia (GIPF).
The Oracle E-Business Suite Financial modules implemented meet global financial reporting and tax requirements, making it easy for GIPF to operate effectively. The Financial modules comprise the following :
- Oracle General Ledger
- Oracle Payables
- Oracle Receivables
- Cash Management
- Oracle Purchasing
- Oracle Fixed Assets
- Public Sector Budgeting
The fully integrated Human Resources Management System, with tight integration to Financial modules consists of the following:
- Core Human Resources
- Oracle Self-Service Human Resources
- Oracle Learning Management (OLM)
- Payroll Management
The System integrates / interfaces with the following Systems of the GIPF and external party systems:
- Pension Management System of the GIPF
- Banking System of First National Bank (South Africa)
- Banking System of NAMPOST
The System is live since June 2009 and is accessed by all employees. |
